Despite a massive surge in corporate spending on artificial intelligence, a new report from Atlassian indicates a profound disconnect between investment and impact. According to the latest AI Collaboration Index, a staggering 96% of companies have yet to realize meaningful business value from their AI initiatives. This revelation comes at a time when IT leaders are under increasing pressure to modernize operations, yet many find that while AI has simplified individual tasks, it has failed to improve the fundamental ways in which teams work together. The report suggests that the "AI efficiency paradox" is rooted in fragmented systems, where localized gains in productivity do not translate into organizational success.
The current landscape for IT organizations is one of high expectations and stagnant metrics. While IT leaders continue to allocate significant portions of their budgets to AI-driven tools, project timelines frequently slip, and service metrics—such as mean time to resolution (MTTR) and service level agreement (SLA) adherence—remain stubbornly unchanged. The Atlassian report identifies four specific warning signs that indicate an organization’s AI strategy is failing to bridge the gap between individual output and collective outcome. These signs represent progressive stages of a systemic failure that, if left unaddressed, can lead to a widening gap between investment and actual return on investment (ROI).
The first warning sign is characterized as "faster people, slower teams." On the surface, AI appears to be a transformative force for IT, offering capabilities for faster incident triage, enhanced root-cause analysis, and more efficient documentation. However, in practice, these gains often remain siloed. When AI accelerates individual tasks within a fragmented system, the result is often a series of localized speed boosts that do not improve the overall flow of work. This paradox occurs when AI rollouts focus exclusively on "personal productivity" use cases, such as code suggestions for developers or automated summarization for project managers, without addressing how that work moves across different departments.
In such environments, IT teams may report that developers are writing code faster than ever, yet the time it takes to move a feature from "done" to "deployed" remains the same. Documentation may be generated at a higher volume, but the quality of cross-team coordination continues to suffer. This stage of failure is often visible when individual team members report feeling more productive while the organization as a whole fails to meet its broader milestones. To combat this, the report suggests that AI tools must be grounded in organizational context and specific goals. By feeding measurable outcomes—such as CSAT or SLA targets—into a central context graph, AI responses can become more predictive and aligned with the organization’s strategic objectives.
The second warning sign occurs when the bottleneck in a workflow simply shifts rather than disappearing. As AI increases the throughput of individual contributors, the resulting volume of work often overwhelms existing governance and approval structures. AI can generate a high volume of Request for Changes (RFCs), post-incident reviews (PIRs), and service requests in seconds. However, if the review and approval processes remain manual and fragmented, the organization faces a new kind of gridlock. Change Advisory Boards (CABs) may find themselves drowning in AI-generated records, and security teams can become overwhelmed by a flood of requests that lack strategic alignment.
In this scenario, leadership inboxes are often filled with AI-polished business cases that, despite their professional appearance, do not reflect the actual capacity or priorities of the organization. The solution to this shift in bottlenecks is not more AI, but rather a redesigned approach to planning. IT leaders must define a single, connected view across services, software, and infrastructure. By identifying where human reviews of AI-generated work are necessary, organizations can account for new capacity constraints before they lead to total system failure.
The third stage of AI failure is the amplification of existing organizational "noise." When an organization’s work is already fragmented across multiple tools and disconnected teams, the introduction of AI can actually worsen the situation. AI without context tends to amplify the volume of content and recommendations moving through these disconnected systems, making it increasingly difficult for employees to find reliable information or act with confidence. The fourth and most critical warning sign is when teams continue to work the same way they did before the introduction of AI. The uncomfortable truth highlighted by the AI Collaboration Index is that AI cannot fix fundamental flaws in organizational design, such as unclear ownership lines, siloed decision-making, or broken handoff processes. In many cases, AI simply reproduces these systemic issues at machine speed. If service, software, and infrastructure teams operate on disconnected data models, AI will mirror those breaks in every incident report or project plan it touches.
The harsh reality for many IT leaders is that AI is not a tool for mending fragmentation, but a mirror that makes that fragmentation impossible to ignore. To achieve real ROI, organizations must first redesign how their teams operate. This involves rethinking ownership and governance to ensure that AI has a coherent system to reinforce rather than a fractured one to accelerate. Leaders are encouraged to introduce AI as the "owner" of longer-running tasks only after defining clear success measures and quality standards. This allows human workers to shift their focus toward judgment calls and high-level strategy rather than routine execution.
To address these challenges, Atlassian proposes a "System of Work" philosophy. This data-backed approach is designed to connect technical and business teams to maximize organizational impact. The System of Work rests on four core principles: alignment on goals, integrated planning, efficient execution, and the continuous sharing of knowledge. The teams that are currently realizing the highest ROI from AI—representing the top 4% of organizations surveyed—did not succeed simply by purchasing superior software. Instead, they focused on redesigning the flow of work across their entire organization. They prioritized the creation of a connected data layer that provides AI with the context necessary to make informed decisions. By turning the four warning signs into a roadmap for structural change, these organizations have closed the gap between AI investment and business impact. The report concludes that for the remaining 96% of companies, the path forward requires a shift in focus from "personal productivity" to "systemic connectivity," ensuring that AI serves the collective goals of the enterprise rather than just the efficiency of the individual.
