Michael Selig, the current chair of the US Commodity Futures Trading Commission (CFTC), has put forth a compelling argument for the integral role blockchain technology can play in combating the escalating issue of AI-generated misinformation. He contends that blockchain’s inherent capabilities can serve as a robust mechanism for distinguishing authentic media from synthetic content, a critical need as concerns over the proliferation of fake news and manipulated media intensify.

Selig articulated these views during a recent appearance on The Pomp Podcast, hosted by Anthony Pompliano. When questioned about the implications of AI-generated memes and images within financial markets, and the regulatory considerations surrounding their intent and potential restrictions, Selig highlighted the potential of private market solutions. He specifically pointed to blockchain technology as a highly effective tool.

"The private markets have solutions – blockchain technology is a great one," Selig stated during the podcast. "If you can timestamp things and make sure there’s an identifier for each meme or AI generated posts, you can verify if it’s real or generated by AI… Having these technologies here in the US is critical."

This assertion underscores a broader sentiment within regulatory circles that sees blockchain as not merely a cryptocurrency enabler but as a foundational technology with diverse applications. Selig further emphasized the importance of the United States maintaining its leadership in the cryptocurrency space, linking it intrinsically to the advancement of artificial intelligence. "You can’t have AI without blockchain," he declared, suggesting a symbiotic relationship where the development and security of AI are, in part, reliant on the underlying infrastructure provided by blockchain.

The conversation also delved into the complex regulatory landscape surrounding AI agents in financial markets. As autonomous trading becomes increasingly prevalent, regulators are grappling with the challenge of differentiating between sophisticated automated tools and truly autonomous agents, and determining the appropriate regulatory framework for the latter. Selig expressed a cautious approach to regulation, aiming to avoid stifling innovation.

"I’m concerned that we over-regulate and strangle some of the technology here in the US," Selig remarked. He outlined his regulatory philosophy as adopting a "minimum effective dose of regulation approach." This strategy focuses on regulating the actors involved in financial activities rather than the software developers who create the tools. "We’re making sure that we’re regulating the actors… and not the software developers. The software developers are the ones building the tools, but they’re not actually engaging in the financial transactions," he explained. The CFTC, under his leadership, is actively assessing the myriad ways AI models are being integrated into markets, with a clear emphasis on directing enforcement efforts towards participants actively engaged in financial transactions.

The growing prevalence of artificial intelligence presents a significant challenge in discerning genuine content from synthetically generated media. Selig’s comments align with a burgeoning movement among policymakers and technology developers to leverage blockchain for content verification and the establishment of provenance.

One promising avenue is the development of proof-of-personhood systems. These systems are designed to confirm that an online account or interaction originates from a unique, real human being, rather than an automated bot. A notable example in this domain is World, a project co-founded by Sam Altman, which offers a World ID protocol. This protocol enables users to establish their humanity without necessarily disclosing personal data. The system typically employs encrypted biometric data, such as iris scans, which are stored on the user’s device. However, such systems have also faced scrutiny regarding potential privacy risks and the possibility of coercion.

In March, World introduced AgentKit, a toolkit designed to facilitate AI agents in proving their connection to a verified human user when interacting with online services. This integration allows AI agents to leverage proof-of-personhood credentials alongside protocols like Coinbase and Cloudflare’s x402 micropayments protocol. This enables agents to securely access services by providing cryptographic evidence of human backing, effectively bridging the gap between automated operations and human oversight.

Vitalik Buterin, a co-founder of Ethereum, has also been a vocal proponent of employing cryptographic and blockchain-based solutions to enhance the verifiability of online systems. He has proposed utilizing technologies such as zero-knowledge proofs and on-chain timestamps. These mechanisms could provide a means to validate how content is generated and disseminated, all while preserving the privacy of sensitive information.

These discussions and technological advancements occur against the backdrop of ongoing efforts by US policymakers to establish a comprehensive regulatory framework for AI. On March 20, the Trump administration unveiled a national framework that advocates for a unified federal approach to AI regulation. This initiative highlighted concerns that a fragmented landscape of state-specific laws could potentially impede innovation and compromise the nation’s competitive edge in the rapidly evolving AI sector. The administration’s framework aims to foster a cohesive strategy, ensuring that the United States remains at the forefront of AI development and deployment while addressing potential risks.
