"There is a tremendous amount of data available about all of us," Turgal explains. "Any time someone speaks at a conference, gives an interview, appears on a podcast – that voice data is out there. Threat actors are getting very good at collecting it." This publicly available material forms the crucial raw data that criminals exploit.
With this wealth of personal information, sophisticated voice synthesis tools – now widely available on the market – enable criminals to meticulously replicate an individual’s unique tone, inflection, and speech cadence. Simultaneously, advanced large language models are employed to generate natural-sounding scripts, eliminating the stilted or awkward phrasing that once betrayed fraudulent communications. Furthermore, AI can meticulously mimic official branding, integrate stolen personal information to personalize emails with alarming accuracy, and systematically eradicate the kinds of errors that previously exposed scams. This technological democratization means that what once required elite technical expertise is now accessible to a much broader range of malicious actors. As Turgal notes, "The tools are widely available now. You don’t need elite technical skills." The barrier to entry for executing highly sophisticated scams has dramatically lowered, making advanced fraudulent tactics commonplace.
A $25 Million Wake-Up Call
The stark reality of AI’s power in impersonation was vividly demonstrated in early 2024 with a staggering incident targeting a major global entity. Scammers, eschewing small-scale theft, orchestrated a sophisticated attack against Arup, a renowned British engineering firm celebrated for its contributions to iconic infrastructure projects worldwide, including the Sydney Opera House, Singapore’s Changi Airport, and Apple’s California headquarters.
The elaborate scheme focused on Arup’s Hong Kong office. The fraudsters meticulously harvested publicly available audio and video recordings of the firm’s senior executives, particularly its chief financial officer and a deputy, who frequently spoke at industry conferences and events. Their distinct voices, mannerisms, and even facial expressions were readily accessible online. Leveraging AI-powered voice synthesis and video generation tools, the attackers crafted incredibly convincing digital replicas of these executives. An unsuspecting employee in Hong Kong was drawn into what appeared to be a legitimate video conference call with their senior leadership. The faces on the screen matched, the voices resonated authentically, and the overall impression was one of genuine interaction. During this deceptive call, the employee was instructed to authorize a series of urgent wire transfers, purportedly linked to a highly confidential transaction.
By the conclusion of the meticulously planned video conference, the employee had processed 15 separate wire transfers, collectively amounting to approximately HK$200 million – a sum equivalent to roughly $25 million U.S. – directing the funds into accounts controlled by the fraudsters. Crucially, this elaborate heist did not involve a system "break-in" or the deployment of malware. Instead, it was a masterful example of what security professionals term a "technology-enhanced social engineering attack," a fraud that cunningly exploited human trust, amplified exponentially by the persuasive capabilities of AI. To date, no suspects have been publicly identified or charged in connection with this high-profile case, and the substantial stolen funds remain unrecovered. Turgal underscores the severity of the situation: "This is real. It’s being done at scale by threat actors right now."
Why Individuals Are Targets
While the Arup case highlights the vulnerability of large corporations, it is a dangerous misconception for individuals to believe they are insulated from AI-powered impersonation simply because they are not wiring millions overseas. "People think they’re too small to be targeted. That’s simply not true," Turgal asserts. Criminals do not exclusively pursue single, massive payouts; they often prefer to target thousands of individuals, each for a few thousand dollars, cumulatively amassing substantial sums.
This vulnerability is particularly pronounced during tax season, a period when financial information is already top of mind for many, and anxiety levels can run high. These schemes involve criminals posing as authoritative figures from agencies such as the IRS, the Social Security Administration, or law enforcement officers. The underlying strategy is to leverage this perceived "authority" to instill a sense of urgency and demand immediate, often irreversible, action from the victim. According to the FBI’s Internet Crime Complaint Center (IC3), government impersonation scams alone generated over 17,000 complaints in 2024, resulting in reported losses exceeding $400 million. When considering the broader scope of cybercrime, the IC3 reported a staggering 859,532 complaints of suspected internet crime, with total reported losses surpassing $16.6 billion.
The Role of the Dark Web

Vast quantities of sensitive personal data continuously circulate within criminal marketplaces, often a consequence of major data breaches. Much of this illicit trading takes place on the dark web, a hidden segment of the internet deliberately unindexed by mainstream search engines and only accessible through specialized routing software. Turgal describes this environment as functioning akin to a collection of storefronts where stolen personal data, sophisticated malware, and even bespoke hacking services are openly bought and sold. AI significantly enhances the utility of this stolen data, making it easier for fraudsters to manipulate and weaponize. With a sufficient trove of personal information, a scammer can craft a hyper-realistic email that references a recent transaction, a specific filing deadline, a particular tax information reporting form, or even partial identifying details. The resulting message can appear entirely legitimate, and the pressure it exerts can feel overwhelmingly real.
Tax Season and the Pressure Campaign
As tax season progresses, these pressure campaigns intensify. Scammers understand that prompting quick action is a critical component of their schemes. Busy taxpayers, immersed in preparing their returns or eagerly anticipating refunds, are often more susceptible to acting impulsively. However, Turgal strongly advises taxpayers to exercise caution and take a moment to reflect.
"If someone is demanding immediate payment and threatening consequences, that should be an immediate red flag," Turgal emphasizes. He clarifies that legitimate government agencies operate with established protocols and do not initiate contact via text or email to demand immediate payment, particularly not through untraceable methods like gift cards, cryptocurrency, or peer-to-peer payment apps. The Internal Revenue Service (IRS), for instance, typically initiates formal contact through official mail. Any email purporting to be from the IRS should originate exclusively from an official ".gov" domain. If an individual receives what they suspect to be a fraudulent message from the IRS or any other government agency, the crucial advice is to refrain from clicking on any embedded links. Instead, the message should be forwarded directly to the relevant authorities (for the IRS, this is [email protected]).
Beyond government impersonation, tax preparation services and software providers are also frequently mimicked during tax season. These legitimate companies routinely send notifications to their customers, a fact cleverly exploited by fraudsters. A fraudulent message from an imposter might urgently prompt the recipient to click a link to complete a filing or correct a perceived error – steps that, in context, might seem entirely reasonable. However, instead of responding to a push notification or clicking a link in an email, Turgal strongly advises manually navigating to the company’s official website and logging in through the established, secure authentication process. "We’ve reached a point where people are desensitized," he warns. "AI has eliminated many of the obvious warning signs. That makes it more important than ever to slow down."
Practical Steps for Taxpayers
In light of these evolving threats, Turgal offers three actionable recommendations for individuals to safeguard themselves:
First, treat urgency as an immediate red flag. Any communication demanding immediate payment, particularly when coupled with threats of arrest, legal action, or dire consequences, should instantly raise suspicion. Legitimate tax authorities will never initiate contact by phone, text, or unsolicited internet messages demanding immediate payment under threat.
Second, read all communications carefully and critically. Always examine the sender’s full email address, not merely the display name. Most email clients allow users to hover over the sender’s name to reveal the complete address. Look for unfamiliar or slightly altered domains (e.g., "irs.org" instead of "irs.gov") and any language designed to provoke immediate, unthinking action.
Third, verify information independently. Rather than clicking on links embedded in suspicious messages, always navigate directly to official websites, such as irs.gov, by typing the address into your browser. Utilize established and trusted reporting channels, including the FBI’s Internet Crime Complaint Center (IC3) and the Federal Trade Commission (FTC), to flag any suspicious activity.
Turgal emphasizes the profound importance of this last point: reporting. What might appear to be an isolated incident can, when aggregated with thousands of similar complaints, reveal the intricate patterns of coordinated criminal networks. Even if reporting a phishing attempt – successful or not – does not immediately lead to an arrest, it provides invaluable data that helps law enforcement build comprehensive databases, track emerging fraud patterns, and ultimately make it more difficult for scammers to operate, thereby enhancing the protection of taxpayers nationwide.
